I've always assumed the Manafort thing with the Podesta group was an indication he was a black hat. However, it could be that he, like Flynn, Page, Sater, Cohen, etc., was another CI/operative working with whatever white hats in the FBI existed at the time. Manafort is certainly the only one charged with crimes directly related to the HRC group.

Q clearance is simply the DoE equivalent to the TS/SCI in the DoD. This is public information.
Furthermore, you have no idea whether or not Stone has ANY clearance, Q, TS/SCI, or otherwise. Most people don't advertise that in the first place, and particularly people that are involved with a massive sting on people as powerful as we are seeing.
