I had Enhanced Reliability clearance when I worked as a temp in Aylmer, Quebec. Basically a credit and crminal check. Now higher levels, that's different. My mother had Level 5 and they visited all her neighbours to see if she was actually living there, telling the truth about what she did, etc. But this was (at the time) highly classified RADAR work.

The actual "bikers" are investors, businessmen, etc.
It's all quite clear when you get the "40,000ft view" which means 20,000 people (two legs each) in lodges at the top.
