Hundreds, if not thousands of people involved, multiple countries, decades (at least) of DS infiltration, trillions in assets to consider. You can't just take all this down in 2 years. He has to clean house first, then audit EVERYTHING to figure out where the crimes actually occurred, then line it all up so that nobody walks. Add in the possibility that many of them likely have pardons and now they need to get them to commit new crimes, or continue the previous conspiracies, to be prosecutable.

 

All this while making it seem like they're actually doing something else.

Absolutely. And I'm sure the DS had its own contingencies in place, though the angle seems to be that they were at least sloppy, often incompetent.
