Cept DC "People" (no permanent residents) don't pay taxes. DC is paid for by all US taxpayers and all City managed/controlled by Congress.

I worded post all wrong. Read several articles while back how all of the taxes and resident classification worked, now can't find them. Oddly, DC is "Federal City", with no state rights except for congressional representatives that are only allowed to vote on congressional committees, not bills.
