I think Conway's husband is acting. He set up a group to help Trump nominate federal judges. Do you think POTUS would take any advice in this area from someone whose attacks are real?

Trump can't do this by himself. In his first budget, he tried to eliminate a whole bunch of agencies. Congress wouldn't allow it.

 

Congress created and funds all the monsters in the Exec Branch. It's super difficult to get them to eliminate or downsize anything. They funnel money into contracts through all these entities to create jobs in their districts/states or reward their buddies.

The highlighted part means he has the power to call either House of Congress back into session. The President must be invited to appear and speak in their buildings. The Senate's chamber is much smaller and not as impressive as the House's chamber.

 

Trump can do his SOTU anywhere. He apparently wants to appear as is tradition in the House chamber which Speaker Pelosi controls.

No, he can't. No, it's not. They're created and funded by Congress. The Legislative Branch must agree otherwise the entities stay.

 

Keep in mind Trump has had to fight both the Dems and Reps in Congress. The Senate Judiciary Committee slow walked his judicial nominations the first two years. Only about 1/3 were confirmed.
