Power is an issue, but I bet if you spin something really fast you can spin the electrons right off, just need some coils to collect.
You can use Lead sheet for the "+" end of the capacitor which will give you the most thrust, you just need to be surrounded by the lead sheeting.
Best to have the "-" end of the Capacitor a Super-capacitor so you can store a large amount of electron in a small place.
