He should've said the secret groups that run the government, not the actual government workers. They run everything on the surface and are essentially thousands of years (conservative estimate) ahead of anyone on the surface in terms of technological/spiritual understanding.
Something that I've never seen anyone bring up until recently - the name Skull and Bones literally references the skulls and bones of the different human races, what's posing as the human races, and the alien species that have been on this earth plane before and possibly right now.
Kind of like the name Free-Masons directly references how the controllers/parasites literally found free masonry and architecture everywhere after civilization wipes/catastrophes and simply moved in.
