The races book focuses more on the overall history of et-human contact and experiences long throughout the ages, both positive and negative. The reported races of the 'federation' or council of 5(9) is less prevalent though still featured (and more specific toward names but not necessarily star systems), and still a force which continues to work toward teaching and sometimes protecting earth.. while also working to protect an additional ~2500 races throughout the galaxy who are on their own paths- while also mentioning that earth is in a rather convenient place for many races of all intention. Pretending that negative races have just completely stopped visiting is juvenile or ignorant at best. Good vs Evil is at ALL LEVELS. And Q is here to focus us on exposing the evil bits first.
