Bullshit. Clearances lapse after 2 years, not 30 days. They don't have to reapply for their position when coming off emergency shutdown. Under a planned shutdown, yes they have to reapply for a new position.

However, based on the data collected diring the recent shutdown, department heads can now do a planned restructuring and or shutdown once Trump gives the order. Timing of this is his to make.
