Was the first shutdown just a TEST?

I have found that the RIF (reduction in force) talk during the shutdown was not applicable because it was an ‘emergency’ shutdown and agencies were not given time to plan. Who would need to be RIF’d? Maybe people like these Deep Staters uncovered by Project Veritas? They SAY THEY CAN’T be fired & undermine the President’s policies ALL DAY at work

As Trump has announced publicly a possible shutdown date after Feb. 15, another shutdown MAY LIKELY invoke RIF procedures through OPM if it goes beyond 30 days. Maybe POTUS can help craft half pay bill or something for furloughed employees & full pay for those essential employees. Then the shutdown could go on a hell of a long time. RIFS ensue. Clean house.
