Vattel: natural born are the children of the natives. A child born to parents, both belonging to the US, has to be a native. No law is necessary to determine that. No definition is necessary, it's logic.
Any other condition requires a law to confer citizenship. The law may or may not naturalize a baby into a US native, depending on conditions in effect at the time of birth. These laws change constantly.
Only exception to this wrt to presidential eligibility was a person who became a US citizen by virtue of living in the US when it was founded, a temporary condition. Otherwise, they would have to have waited 35 years before a president could be elected. Logic, again.
The founders wanted natural laws to determine presidential eligibility, not laws made by man. Laws made by man could be manipulated to allow ascendancy to the office of president by influences from foreign sources.
