Consider that certificate numbers are sequential.
Meaning that baby 1 gets number 1, baby 100 gets number 100.
To get number 95 you would expect to have a birthday that correlates with being after baby 94 and before baby 96.
This is how you find out who's info was stolen/forged.
The baby existed, because the CIA was fixing existing documentation, not going back in time to fake it's originality.
All one has to do is research it thru registry.
