This same Times story further noted that it was also in mid-June of 2016 that the DNC, its lawyer, Michael Sussman, and senior FBI officials met for the first time.
Among the early requests at that meeting, according to participants: that the federal government make a quick “attribution” formally blaming actors with ties to Russian government for the attack to make clear that it was not routine hacking but foreign espionage.
“You have a presidential election underway here and you know that the Russians have hacked into the D.N.C.,” Mr. Sussmann said, recalling the message to the F.B.I. “We need to tell the American public that. And soon.”

The Washington Post reported it was “Russian government hackers” who obtained the DNC communications
“That evening, she [DNC executive Amy Dacey] spoke with Michael Sussman, a DNC lawyer who is a partner with Perkins Coie in Washington. Soon after, Sussmann, a former federal prosecutor who handled computer crime cases, called [CrowdStrike president Shawn Henry], whom he has known for many years.”
“The political nature of the DNC’s choice of a politically connected cyber-security firm itself is not surprising; what is five-alarm-shocking, though, is that the FBI has never verified the firm’s ‘Russian hacking’ findings,” she explained.
Sussmann, she pointed out, is a partner with Perkins Coie, the law firm that ferried Obama’s “birth certificate” from Hawaii to Washington.

Top FBI official, James Baker meets with DNC lawyer, Michael Sussmann, who then leaks to media
“Former FBI General Counsel James Baker met with the Democratic party’s top lawyer, Michael Sussmann, to discuss the ongoing investigation by the bureau into the Trump campaign’s alleged ties with Russia. This meeting happened prior to the FBI’s initial warrant to spy on short-term campaign volunteer Carter Page,

Jeff Carlson of themarketswork.com pinpoints the possible date of Sussman and Baker’s meeting in the footnotes of a House Intelligence Committee report, to September 2016.
Around the same time as his meeting with FBI, [redacted] shared the information with journalists, [redacted] of Slate, who published an article at the end of October. HPSCI, Executive Session of [redacted] Dec. 18, 2017; [redacted] “Was a Trump Server Communicating With Russia?,” Slate, Oct. 31, 2016. Candidate Clinton promoted the [redacted] article to her social media followers the same day it was published.”
Sussmann presented him with “a stack of material I don’t know maybe a quarter inch half inch thick something like that clipped together, and then I believe there was some type of electronic media, as well, a disk or something.”

During their initial meeting, Sussmann told Baker “he had cyber experts that had obtained some information that they thought they should get into the hands of the FBI.” Who these “cyber experts” were and where they got their information was not disclosed.
Sussmann, whose Perkins Coie bio describes him as “a nationally-recognized privacy, cybersecurity and national security lawyer,” was also the lawyer the DNC turned to on April 28, 2016, after discovering the alleged hack of their servers. Immediately following the alleged discovery, DNC CEO Amy Dacey called Sussmann at Perkins Coie. After speaking with Dacey, Sussmann contacted Shawn Henry, CSO and president of cybersecurity technology firm CrowdStrike.
Sussmann was never interviewed by the FBI, which Baker found surprising, noting, “It is logical to me that we would go back and interview [Sussmann].” Sussmann was interviewed by the House Permanent Select Committee on Intelligence on Dec. 18, 2017.
