Aside from the sexual urban dictionary meaning of Red Velvet, the tweet could be making a more simple reference to blood–found this in a review about Red Velvet.

There's also a more simple interpretation of the tweet, that it might be some sort of signal - it time for "Black Actors to take the stage." The [London's West End] part seems unnecessary to the message of the tweet and probably means something else. (End West) meh
