I would assume, local authorities can investigate claims of elder abuse – and demand to see Justice Ginsburg and assess her condition for themselves. If they determine her treatment is not in the Justice's best interests, they can get a court order to take over care.

Since [RBG] has living children, which one would assume are next of kin and hold medical power of attorney, they would normally be the focus of any investigation of suspected abuse.

What Roberts really needs to do is to verify all "paperwork" supposedly submitted by [RBG] actually bears her signature, and not a facsimile performed by one of her staff. If I were Roberts, I would be accepting her votes only if I could get them from her in person. If anyone is committing a fraud on the SC, by faking [RBG] votes will be subject to extreme legal repercussions. Roberts needs to take the lead here.
