Try vlc.

Either open it as a regular file to play, or in the top-menu, click:

Open Disc → Disc Device

and choose the folder where the vob file is.

You may have to rename the folder to VIDEO_TS, as that's the standard for DVDs – not sure depends on how smart vlc is. It certainly plays VOB files, this way or the other.
