Not to mention that an individual's medical record is extremely private and protected under HIPAA laws. Insurance ppl can't just turn over that info.

I agree with you and respect your experience, however, there are severe penalties for those who "share" Personal Health Information.
My point is a state can't create a law with expectation of a federal law being broke to find these mental health patients. State would have to build a database based on something else.
