Found a connection!
That inner circle does not match the building in any way so my thought is it could be underneath.
Still a bit of a long shot but it does match in outer circles.

Take that mauve grape graphic out and that circle underneath pretty much in the central point (axis).
Stand by will do the graphics.
Some time ago a planefag showed us the path a plane took which was really off in that it was symmetrical and there was a drive to find what it could match.
Thought I had the original mapped image but I've chucked it. Maybe someone else has it.
I'm not driving a theory.
I just made the connection in the layouts.
In fact I saw the discussions going on but I'm an Ausfag so kinda stay out of your local stuff and help when I can.
