Khazakstan was a former Soviet state, right? The wall fell only a decade earlier, to give you some context in time passed.

 

So yes, it's QUITE plausible that's how it looked in '99. But good sweet God, how did it prop up into that symbolistic metropolis?

There have only been a few minor interactions with Kazakhstan over the last year in news media that I recall seeing. But nothing that currently plays a role in what's going on in the US in the present meta. Guess it's a matter of what's in the future.
