Regarding Executive Order 13848 and its two 45-day intervals:

Section 1a.

"Not later than 45 days after the conclusion of a United States election…"

 

Election Day concluded end of 6 NOV 2018.

There are 45 days between 6 NOV and 22 DEC.

The interval ends at end of business day or night of 21 DEC.

 

Section 1b.

"Within 45 days of receiving the assessment and information described in section 1(a) of this order …"

 

45-day interval began on morning of 22 DEC 2018.

Finishes at end of business day or night of 4 FEB 2019.
