sent and/or a reorganization plan in place prior to any RIF. Now this is

besides many who were saying legally Trump could do it anytime but

here Dr. Janda does a great job of presenting POTUS total 5 steps

and ties in E.O. 13781 from March 12, 2017. Here is the link to that
