POTUS lost nothing by delaying the wall by 3 weeks. In fact he gained something. TIME
Roberts is an anti-Trumper and cannot be counted on to vote R especially if it helps POTUS. He needs the RGB spot to ensure the emergency order (if needed). So a small delay can only help for timing reasons.
