No. There are many good, holy, heroic and virtuous men among the Catholic clergy. An exorcism will not work if the Exorcist or assisting priest is in a state of sin. In those cases the demons will not obey the priest's commands to leave the possessed and can attack the priests and do grave harm.
Humans have no authority over demons on their own. Only the power of God can cast out demons. Jesus as the Son of God has the same power as God the Father.
Witches and warlocks who think they control demons are delusional and being deceived by demons. The demons play along until they have the sucker humans where they want them and the demons' constant goal is to destroy the souls of humans in whatever way is most effective. God gave us the means by which to defeat demons – Jesus. Jesus gave that authority to Christians when acting in His name. The Old Testament leaders had whatever authority God the Father gave them (likely through the work of the Holy Spirit).

Yes. He is instructing them if they allege He casts out demons by the power of Beelzebub, then they cannot claim to cast them out by the power of God. Thus, Christ casts them out by the power of God – which Jesus himself contains. He does not need to ask for God to cast them out, Jesus commands them out Himself directly.
