I have to assume POTUS knew all along that this was the route he would take to build the wall, as Q mentioned. So that means the 5.7B he is fighting with Nancy and Chuck about is really just a symbolic gesture and the shutdown was all a show to push the D party into an untenable position. Seems like a pretty big gamble, but I'm choosing to trust the plan.
