Women, for the most part are shameless, so shame isn't very effective on them. Shunning is one of their greatest weaknesses, next to fear of physical attack.
Men aren't as afraid of violence, so don't get as worked up about shootings. They're afraid of being unable to be a provider or having to live in shame.
