Looking at the graph, it looks like said aircraft made two separate flights. The flight that reached 30,000 feet had a fast cruising speed, while the flight at 40,000 had a slow speed, about half the speed of the previous flight.

 

Perhaps something was being tested, whether it was the aircraft itself (test flight after maintenance?), a new pilot, or something else entirely.
