This is exactly the right tactic to take. Stop blaming the governors. Go after the legislatures because they create and pass the laws.
Money is power. They can keep all funds raised during the (pre-)primary season allegedly running for president to spend on non-personal things later. It can be spent on their or their buddies' (re)elections for other offices, charities, etc. I don't agree with this is. It is what it is.
