Congress has no say in directing the executive branch on how to wage war. All they do is appropriate the funds.

Think in reverse, Congress ordering the President to wage war… they can't; they can declare it but they can't force the President to pull the trigger.

(Obviously, in a true war scenario you'd be looking at impeachment for a President that refused to deploy troops… but do you seriously think Congress would impeach a President for bringing the troops home?!)

So, a big nothing burger that makes neocons happy, but even they know it's all bullshit.
