it's perhaps easier to list the bad spots, which all happen to be around large metroplexes.

forget the entire eastern seaboard and western seaboard - both are the home turf of communism and corruption.

you are going to be pretty ok living in a small to medium sized town as long as you are away from the coasts and the DC area.

if you are truly seeking safety, then move to a place at least 30-45 minutes from any interstate highway, and that has a railroad running nearby.

there are more criteria to consider, but those should get you to places where the corruption is the usual greed and nepotism, but which is knowable.

OTH, in small towns the 'good ole boy' network starts here, within these small orgs and local city govt.

even in these small towns, communism is inadvertently seeded, usually by old ladies seeking to "help" the needy thru city govt. i have watched them repeatedly pushing giving of funds that don't exist and then suggest raising taxes to cover these 'good Samaritan' things they want to push.

then there is the 'good ole boy' hookup, where someones cousin or brother-in-law just happens to be the only provider of a service the town seems to need - so no-bid happens easily.

but these things can be headed off just by getting involved a little in local govt.

if you do not stay involved and informed and vocal in your local govt, then YOU are part of the problem of corruption. intentonal or inadvertant corruption and bad decisions start locally.

the locals you meet at these meetings and functions are good contacts for services and info - expanding your network so you know what is happening around (POLITICAL situational awareness).

takes about 2 afternoons, evenings or mornings to do this.

a lot of that is because the same people get involved and stay involved, gaining influence they don't want to share.
