A) RBG "dies" and ACB or another right-leaning Justice replaces her, and/or

B) Honest Bob wraps up special counsel investigation and DJT is fully exonerated.

Can't pull the trigger on DECLAS with cloud of "muh collusion!" hanging over his head and painting SHTF as political reprisals.
