Yes – although with Northam it seems pretty clear to me that it was somebody on his "side" deciding to pull the plug and limit the damage from his infanticide comments.
Whoever had this was sitting on it. Not GOP, or they would have used it just before the election.
From the Dems' standpoint, this is the best possible outcome. Northam resigns, and their politically promising Lt. Governor gets elevated.
The infanticide conversation gets shut down (at least in part), but they found a way of shutting it down without actually having to walk anything back (which they don't want to do either).
