Just spitballing here, something came to mind after wifeanon mentioned her friend just got preggo even tho she's on Mirena, an IUD.

Part of the DS plan is to push contraceptives, knowing that they're not 100% effective (perhaps even by design!?), in order to cause more unplanned pregnancies, the logic being more women get pregnant who DON'T WANT to, hence why they're taking birth control in the first place, which means a higher chance of that woman getting an abortion.
