The Flow and the Stock in the H-1B Field — a Disturbing Development

 

There is a deeply disturbing development in the H-1B field, one that has been all but hidden for years. And since this is a U.S. immigration policy story it is, as one might expect, convoluted.

 

The news relates to the concepts of stocks and flows, previously discussed in connection with the illegal alien population .In this case, a single corporation — without an ounce of participation by the government or any notice by the media — managed to increase the national stock of H-1B workers by 7,000 workers in a single year, and did so without tapping into the substantial inward flows of new H-1B aliens.

 

That firm is Cognizant Technology Solutions, one of the major Indian outsourcing (or staffing) companies. These firms essentially rent tech professionals to other corporations. Back in FY 2015 Cognizant figured out something that, thankfully, its major rivals so far have not.

 

The breakthrough or disaster (depending on your point of view) is that Cognizant found a way to expand a corporation's H-1B workforce (the stock) that was totally unrelated to the annual issuance (flows) of H-1B approvals.

 

These initial issuances come in three bunches, two of which are open to Cognizant and other corporations and are covered by ceilings of 20,000 for those potential workers with U.S. graduate degrees and 65,000 for other college grads. In addition to these set-asides, an unlimited number of other H-1Bs are awarded annually to universities, entities linked to universities, and to other non-profit and governmental employers.

 

Cognizant exploited a loophole in the existing H-1B program. The rule is that the initial visa is for three years, and that it can easily (if not automatically) be extended for another three years. Beyond that, visa extensions are available only to corporations that are in the process of seeking, or have succeeded in obtaining, green card approval for the H-1B worker involved.

Weinstein lawyers argue against sex trafficking claim

 

Harvey Weinstein’s lawyers say the movie mogul is not a sex trafficker, despite claims in a class-action lawsuit.

 

The lawyers in a court filing late Monday urged a New York judge to toss out civil claims by women that claim Weinstein tried to coerce sex in return for movie roles or career enhancement.

 

They say the women’s lawyers are trying to stretch a law written to counteract modern-day slavery far beyond what Congress could have imagined.

 

Two New York federal judges already have ruled that the sex trafficking statute can be used in suits against Weinstein.

Man arrested over Brisbane Airport ‘bomb threat’

 

A man who reportedly claimed to be carrying a bomb has been arrested by police at Brisbane International Airport. Officers said the airport was evacuated over an “emergency situation.”

 

The man was threatening people with a knife and claiming to have explosives, eyewitnesses told the Courier Mail. Several witness reports online also claim a man was seen brandishing a knife and making bomb threats.

Russia reactivating heavy, long-range artillery that will outrange, decimate U.S.-NATO forces

 

As the United States military remains wedded to 155mm artillery, Russia’s military is employing heavier fires that, when combined with additional fire support systems, will be able to not only outrange American and NATO guns, but decimate formations.

 

In a column for the Association of the U.S. Army, Col. Liam Collins and Capt. Harrison “Brandon” Morgan note that the Russian army is reactivating “its heavy artillery forces, beginning with its 2S7 Pion, mounting an impressive 203 mm round with a maximum range of 37.5 km” (about 23 miles).

 

In addition, the Russians are currently in the process of reactivating the 2S4 Tyulpan heavy mortar, which fires a massive 240mm round — double the U.S. military’s heaviest 120mm mortar round — at a range of 9,650 meters, or nearly six miles.

US charges 20 people over Chinese birth tourism schemes

 

Twenty people have been charged in the largest-ever crackdown on businesses that help Chinese women travel to the United States to give birth to babies who automatically are American citizens, authorities said Thursday.

 

Three people were arrested in Southern California on charges including conspiracy, visa fraud and money laundering. More than a dozen others have also been charged in cases stemming from three so-called birth tourism businesses, with many believed to be in China, the U.S. Attorney’s office said.

 

It is the first time the United States has criminally prosecuted birth tourism operators, said Thom Mrozek, a spokesman for the U.S. attorney’s office.

New Law Allows Parents To Abort Non-Viable Millennials

 

RICHMOND, VA—A new law proposed by representatives in the Virginia state legislature would allow parents to abort their non-viable millennial children.

 

"Any child who's 30 years old and still living with their parents is obviously a non-viable life form, and that's between the parents and their doctor to discuss options," said one representative defending the bill in the assembly. "The millennial can be kept comfortable in the basement while the mother decides if she wants to keep them. But that's between her and her doctor."

 

"Her basement, her choice," he added.

 

Medical professionals can use early detection methods to try to spot signs of non-viability in the millennial's development, like getting a useless college degree, eating quinoa and avocado toast, and wearing a man bun. But sometimes, parents just aren't sure until very late in gestation, like by the time they are 30 or 35 years old and still haven't gotten a job.

 

"At that point it's a humane option," a medical doctor who has performed dozens of millennial abortions said. "It's a quality of life issue, not an issue of morality or murder."

Air Force commits $3 billion to rebuild Tyndall after Hurricane Michael

 

The Air Force is committed to spending $3 billion during the next five years to rebuild Tyndall Air Force Base, including an initial investment of at least $40 million by the end of 2019, senior service officials announced at a community forum Thursday.

 

Bay County officials said the ambitious reconstruction effort likely will create between 4,000 and 5,000 jobs, a major economic boon to the hard-pressed civilian community.

 

“We are fully committed to the rebuilding of Tyndall Air Force Base,” said John Henderson, assistant secretary of the Air Force for installations, environment and energy. A formal master plan for the base’s recovery from Hurricane Michael will be sent to Congress this spring that will guide the Air Force’s funding requests, he said.

 

Henderson and other Air Force officials on Thursday spent several hours detailing the damage the base suffered from the storm, and their blueprints for transforming the 80-year-old base into a state-of-the-art military facility that will meet the service’s requirements well into the next century. The first-of-its-kind “Tyndall Industry Day” attracted an audience of almost 500 people to the Holley Center at Florida State University-Panama City.

 

Addressing his remarks to the array of local political leaders and construction industry executives in the hall, Henderson said, “We cannot do this without your help. We have some immense challenges in front of us.”

'NK promises to destroy all uranium enrichment facilities'

 

North Korea has agreed to hand over a list of its still-unknown uranium and plutonium enrichment facilities inside the country, as its leader Kim Jong-un promised to dismantle all of its such facilities, not just the regime's well-known Yongbyon site, a top U.S. nuclear envoy said, early Friday (KST).

 

Stephen Biegun, the special representative for North Korea, said in a speech at Stanford University in California that the North has "committed to the dismantlement and destruction" of all its uranium and plutonium enrichment facilities both to U.S. Secretary of State Michael Pompeo and to leaders in Seoul.

 

The Korea Times reported that Washington wants North Korea to provide a list of its uranium enrichment facilities as a key prerequisite in exchange for possible easing of economic sanctions.

THE BAD NEWS…..is that police abuse is a serious problem. It has a long history, and it seems to defy all attempts at eradication.

 

The problem is national — no police department in the country is known to be completely free of misconduct — but it must be fought locally. The nation’s 19,000 law enforcement agencies are essentially independent. While some federal statutes that specify criminal penalties for willful violations of civil rights and conspiracies to violate civil rights, the United States Department of Justice has been insufficiently aggressive in prosecuting cases of police abuse.
