The empiric like scientists of the 1800's understood the effects, the basic math and physics of electricity and the clinicians were impressed by the success. This is still lacking scientific regard and I dont know if the law on it was changed since the FLEXNER ACT. But yes, there is history of banning a complete branch of scientific/clinicial research… The chemical sciences in medicine yet flourished, which led to the whole dangerous gene-engineering and cell-culture derived vaccine scam.
