Upon further inspection it looks like several umbrellas being held by spectators in a clump.
this didn't occur to me until a saw another video of POTUS getting off AF1 and saw that he was holding one.
The little lights could be behind/above the umbrellas and the camera is making it look like they are 'inside' the silhouette.
