Not a tech fag, but maybe this system is used corruptly by clowns to communicate with local police, other 'agencies', SWAT & police ?? So they can all talk / communicate? What if it is misused or otherwise co-opted? Articles that may or may not be accurate allude to big-time abuse and illicit actions conducted utilizing this system / certificates / program - claims that "Draganflyers allegedly leased by GSA to monitor hits financed with money stolen from DOJ Asset Forfeiture Fund" ????
