Memes work when you have a following on twitter because you post useful information. Then when you insert an occasional meme, people notice it. And there is nothing wrong with putting text in you tweet with the meme. Twitter is for texting.

Look at the video. It is clearly the reflections of sunlight off the shiny parts of a stream of cars going by in both directions. Those shiny flashes have then been reflected off a window so that the only thing left visible is the bright lights, not the cars themselves.
