However, I've looked into this quite a lot and I believe most serial killers were/are created by intel services. Funny how they only came into vogue in the middle of last century and seem to have all but disappeared now that we have terrorists to fill the psychological bogeyman void.
Silenece of the Lambs is literally about the FBI creating (not capturing) serial killers via brainwashing. Notice Jack Crawfor is head of 'Behavioural Sciences'. Clarice is their next cab off the rank. Through psychological trauma and her predisposition (mother died young, father killed) she is molded to be the FBI's latest serial killer. She follows in the footsteps of their earlier failes attempts to create the perfect covert killer -e.g. Multiple personality disorder Miggs, Buffalo Bill and Hannibal Lecter. Of course, she does not know it. The audience gets so similarly brainwashed by the horror of movie that they missed that crucial fact.
TL;DR - Intel services created serial killers to use in covert operations.
