USSS supports but generally does not provide much in the way of personnel. "National Special Security Events" are a term which local and state governments use to get grants.

 

Most of the security is provided by local law enforcement, augmented by law enforcement from other agencies in the surrounding area through a little-known contractual arrangement commonly called "Mutual Aid Agreements".

 

The grant money allows the local agency that is the lead to pay for the extra security.

 

There's a lot to this. The cops just don't show up. They have pre-event meetings to coordinate, some training and may also require certain gear (some agencies may not issue pepper spray, for instance, and the controlling agency may require it to be carried at the event.)

 

It gets complicated. At the 2016 RNC event in Charlotte, CMPD was lead. They got the grant, had to distribute funds per contractual arrangements. Training, housing, paying for use of cars and equipment, personnel pay, etc., were all covered by this. Cops came from many different areas including outside the state. You may recall, if you were paying attention, that some agencies (I think one was Cleveland OH) initially committed and then later backed out of the agreement to send police to support the RNC.
