They may have just been testing pressurization, or, earlier anon thought perhaps there was a malfunction so they landed. U2's can photograph your nose hair from 60000 feet, that's kinda their thing. No weapons on board just intel/cameras.
With orbiting platforms you gotta wait 45 minutes for the satellite to come back around and you are screwed if it is cloudy. With a U2 you got Johnny on the spot.
