Cloud seeding. I know this is gonna sound crazy, but if you pay attention, you can tell when the clouds are artificial.

A lot of times they're what people refer to as "chemtrails." It's not chemicals. It's vapor. They make artificial clouds and seed them to induce rain strategically.

Pay attention if you live in a drought-stricken area. I know LA, Santa Fe, and Vegas all do this. It's tied to droughts somehow. Possibly an artificial countermeasure against them.

Easy. They make a crisscross pattern, or one that's obviously artificial, with the first passes. You can watch this. The next few passes are when it starts to rain, and those ones 1. don't produce vapor and 2. have the cloud-cover to shield from eyes below.

My guess? It's literally just vapor and salt. We've had that tech for decades now.

They usually do it early in the morning and create a cloudscape for the day before most people are up.
