At the federal level it would require significant effort to pass the house/senate and then be signed by the prez to take in effect (Constitution change)…. But its much easier at the state level as i don't believe the federal government can dictate how the states handle voting.
SES's have been around for a long time… the civilian version of a general and is meant to operate and oversee the civilian side of things and provide continuity between military leaders.
