What's to veto? It's a resolution. There's not much they can do since Trump is the Commander in Chief. The only power Congress has, in general, is to declare war and provide funding for related activities. They can't tell him how to manage his military.

Well, it is a bill, I was incorrect. But there's still nothing to veto, and it still hasn't reached a 60-vote margin to get out of cloture. It doesn't do anything anyway.

 

It should strike everyone as odd that the Democrats don't want it.
