4th in line is the Speaker of the House of Delegates, Kirk Cox, a Republican.
He recently made the embedded speech regarding the abortion bill that looks to be the start of this whole mess. It is a great speech that Cox had to relinquish (temporarily, but not assured to get it back) his speakership to make.
