LA anon here. Heard loud booms, absolutely. We all assumed it was thunder, despite not seeing lightning. Other theories among my co-workers were fireworks (despite not seeing any) and one of the live shows (like Waterworld or the Hollywood Bowl) carrying loudly. Military fits better than anything else, imo.

Not sure what you mean. But they most closely sounded like thunder. Never heard a sonic boom in real life as far as I know. If you're talking about local noise ordinances, I would guess the noises exceeded them where I'm familiar with the general prohibitions (mostly Hollywood and the Valley though, not DTLA).
