1: The media was not given a heads up.

2: The local residents were not given a heads up.

3: The military does not have a record of conducting dangerous exercises in heavily populated civilian area.

4: Any civilian injuries would bring tons of law suits against the USA.

5: This all happened right after the SOTU. (what a coincidence)
