Many bills like this one are dead on arrival.
This is yet another one that won't pass the Senate nor get a POTUS signature.
Nothing wrong with pointing it out nor busting Dim ballz about it.
But, that's exactly what the bill was designed to do - make Talking Points to rile up each side's base.
