Many anons have been trying to figure out the symbolism of the red shoes. It doesn't mean blood per se, although that's related. It means "over the rainbow". The cult has multiple uses for color schemes, but here's the simplest: the rainbow as a symbol of the journey into illumination. Lucifer is light, and if you've traversed all the colors of the rainbow, you're hanging out with Lucy in the sky. Blue means clueless/normal, believe everything you're told (blue fairy, blue meanies, etc.). Green means you know things aren't what they seem, but you don't want to pursue it further (Soylent Green). Yellow means you're actively journeying towards illumination (Yellow Submarine, yellow brick road, …). Orange means you're almost at the top of the rainbow, you've lost your illusions and know how things work but you aren't in charge of it (A Clockwork Orange). Red/white means you're over the rainbow and you're in the club. Why do the angels want to wear Elvis Costello's red shoes? Not because he's bloody. It's because he's over the rainbow, flying high, in the club. White and red are interchangeable. Watch any Hollywood movie, and quite often you'll notice more or less green/blue color schemes at the beginning of the movie, yellow in the middle, and orange/red/white at the end. 2001, Close Encounters, and The Shining are good examples of the yellow to red progression. Rock albums use this imagery, too. Why do they have all this rainbow imagery? That's left as an exercise for the reader.
