Call it the Plan B theory. Every good strategy will include multiple paths to victory, Plan A, Plan B, etc.
AOC has Puerto Rican heritage, and has been outspoken about how PR should either join the Union to become a state, or to separate completely and go its own way.

Plan B theory is they are cueing-up Puerto Rico as a place to escape to if it becomes independent. Cortez would be the fuse.
