There are towns and cities that actually do abut the border. They are Vista, Ca (San Diego), Nogales, Az, El Paso, Tx, and others.
In El Paso I-10 runs paralell to the border. If you're driving it, you're within spitting distance of the border.
So, there are areas where it could possibly be an issue.
